Rule 1 - The Game, Player Conduct and the Rules

Purpose of Rule:

Rule 1 highlights fundamental principles for players:

  • Play the course as encountered and play the ball as it sits.

  • Abide by the Rules and uphold the game's spirit.

  • Self-impose penalties for any Rule breaches to ensure no unfair advantage in match play or against other players in stroke play.

1.1 The Game of Golf

Golf consists of a round of 18 (or fewer) holes, played by hitting a ball with a club on a course. Each hole begins with a stroke from the teeing area and concludes when the ball is holed on the putting green. While playing, one must:

  • Play the course as found.

  • Play the ball as it lies.

However, some exceptions in the Rules might allow players to modify course conditions or necessitate playing the ball from a different location.

1.2 Standards of Player Conduct

a. Conduct Expected of All Players

Players should uphold the game's spirit by:

  • Acting with integrity, adhering to the Rules, imposing penalties, and maintaining honesty.

  • Showing consideration, like playing promptly, ensuring safety, and avoiding distractions to others. Shout a warning like “fore” if the ball might hit someone.

  • Properly maintaining the course.

While there's no penalty for not adhering to these, the Committee might disqualify a player for grave misconduct, which refers to behavior drastically deviating from golf norms.

Penalties besides disqualification can be imposed for misconduct if integrated into a Code of Conduct under Rule 1.2b.

b. Code of Conduct

The Committee can institute its own player conduct standards as a Local Rule in the Code of Conduct. It can impose penalties for violations and disqualify players for grave misconduct.

1.3 Playing by the Rules

a. Meaning of “Rules”; Terms of the Competition

The term “Rules” refers to:

  • Rules 1-25 and definitions in the Rules of Golf.

  • “Local Rules” set by the Committee for the competition or course.

Players must also adhere to the “Terms of the Competition” set by the Committee.

b. Applying the Rules

(1) Player Responsibility for Applying the Rules: Players must uphold the Rules, recognizing breaches and honestly imposing penalties. Deliberately not applying known penalties leads to disqualification.

(2) Accepting Player’s “Reasonable Judgment” in Determining a Location When Applying the Rules: Rules often require location determination, which should be made carefully but might lack precision. Players' reasonable judgments are accepted unless proven wrong.

c. Penalties

(1) Actions Giving Rise to Penalties: Penalties apply when players or their caddies breach a Rule.

(2) Levels of Penalties: There are three penalty levels to nullify any potential advantage:

  • One-Stroke Penalty: For minor breaches or when a player opts for penalty relief.

  • General Penalty: For most Rule breaches.

  • Disqualification: For grave misconduct or significant potential advantage.

(3) No Discretion to Vary Penalties: Penalties should be applied strictly according to the Rules.

(4) Applying Penalties to Multiple Breaches of the Rules: Penalties for multiple breaches depend on intervening events.

  • Single Penalty for Multiple Breaches: Only one penalty is applied for multiple Rule breaches between intervening events.

  • Multiple Penalties for Breaches Before and After Intervening Event: Multiple penalties apply for breaches occurring before and after an intervening event.
